Từ đầu năm 2020 đến nay, diễn biến thời tiết nắng nóng, xâm nhập mặn kéo dài gây bất lợi cho các vùng nuôi tôm ở ĐBSCL. Ngoài ra, dịch Covid-19 cũng khiến xuất khẩu tôm bị ảnh hưởng, dẫn đến kim ngạch sụt giảm.
Thiệt hại gấp 3,3 lần
Theo Bộ NN-PTNT, điều kiện nuôi tôm ở ĐBSCL những tháng đầu năm 2020 không thuận lợi bởi hạn mặn gay gắt, cộng với xuất hiện một số cơn mưa trái mùa và biến động nhiệt độ ngày đêm khá cao làm ảnh hưởng nhiều vùng nuôi. Mặc dù các địa phương đã xây dựng phương án ứng phó, nhưng tốc độ thả nuôi tôm vẫn chậm. Thống kê cho thấy, từ đầu năm đến nay, các địa phương thả nuôi hơn 481.534ha tôm (bằng 84% so cùng kỳ). Trong những ngày qua, đã có hơn 15.950ha tôm bị thiệt hại, tăng gấp 3,3 lần so cùng kỳ. Ông Trần Đình Luân, Tổng cục trưởng Tổng cục Thủy sản cho biết, để ứng phó với thời tiết cực đoan, ngành chuyên môn khuyến cáo người dân nuôi rải vụ, thả giống mật độ thưa, áp dụng các quy trình tiên tiến nhằm hạn chế rủi ro; các địa phương theo dõi chặt diễn biến thời tiết và thường xuyên quan trắc môi trường để thông tin kịp thời cho người nuôi biết, phòng ngừa.
Cùng với việc thả nuôi trở ngại, xuất khẩu tôm cũng lắm gian nan. Tổng cục Thủy sản cho hay, tính đến cuối tháng 3, xuất khẩu tôm của cả nước chỉ đạt 591 triệu USD, giảm 4,3% so cùng kỳ năm 2019. Nguyên nhân chủ yếu là do dịch Covid-19 bùng phát ở nhiều nước trên thế giới. Các doanh nghiệp xuất khẩu nhìn nhận, việc tiêu thụ tôm trong quý 1-2020 ở thị trường Trung Quốc giảm do tác động dịch Covid-19. Cụ thể, từ Tết Nguyên đán 2020, việc giao thương với Trung Quốc bằng đường bộ bị đóng cửa. Giao thương bằng đường chính ngạch và đường biển xảy ra tình trạng đơn hàng bị chậm, lùi thời gian xuất hàng, dẫn đến chi phí tăng do phát sinh lưu kho, tồn kho. Bên cạnh đó, việc vận chuyển sản phẩm tôm ra thị trường quốc tế cũng bị xáo trộn, nhiều hãng tàu không nhận chuyển tải qua Trung Quốc, một số hãng ngưng cung cấp container đến Trung Quốc, dẫn đến việc thay đổi nhà vận chuyển và bị ép giá, tăng chi phí…
Các doanh nghiệp xuất khẩu cũng cho biết, thông thường hàng năm những khách hàng truyền thống ở châu Âu sang Việt Nam thăm nhà máy và xem xét ký hợp đồng mới. Tuy nhiên, tới nay không ít khách hàng đã hủy lịch sang, đồng nghĩa với hợp đồng mới bị giảm. Do tình hình xuất khẩu chậm, đã kéo giá tôm nguyên liệu ở ĐBSCL trong quý 1-2020 giảm khoảng 20% so cùng kỳ.
Quy hoạch lại vùng sản xuất
Hiệp hội Chế biến và Xuất khẩu thủy sản Việt Nam (VASEP) cho rằng, xuất khẩu tôm từ đầu năm đến nay chựng lại do ảnh hưởng dịch Covid-19, tuy nhiên theo dự báo sẽ phục hồi sau đó và tăng tốc vào thời điểm cuối năm 2020. VASEP phân tích, xuất khẩu tôm sang EU năm 2019 dù có giảm song cần thấy rằng, Hiệp định EVFTA dự kiến có hiệu lực vào tháng 6-2020, khi đó thuế nhập khẩu hầu hết tôm nguyên liệu vào EU được giảm từ mức thuế cơ bản 12%-20% xuống 0% ngay khi hiệp định có hiệu lực; thuế nhập khẩu tôm chế biến cũng về 0% sau 7 năm kể từ khi hiệp định có hiệu lực. Lợi thế là khu vực EU thu nhập đầu người cao, sản phẩm càng nhiều tiện ích càng được ưa chuộng, phân khúc thị trường rộng nên đủ để các doanh nghiệp Việt Nam lựa chọn hệ thống phân phối. Từ đó, dự báo xuất khẩu tôm sang EU tới đây sẽ khả quan nhờ ưu đãi thuế quan và chúng ta có khả năng cạnh tranh tốt hơn so với Ấn Độ, Thái Lan và Indonesia. Năm 2020, xuất khẩu tôm của Việt Nam vào EU tăng khoảng 15%, đạt 800 triệu USD.
Đối với thị trường Mỹ, nhu cầu tiêu thụ tôm nuôi luôn cao và từ cuối năm 2019, các nhà nhập khẩu ở Mỹ mua tôm từ Việt Nam tích cực hơn. Tháng 8-2019, Bộ Thương mại Mỹ công bố kết quả cuối cùng POR 13 về thuế chống bán phá giá tôm Việt Nam vào Mỹ với 31 doanh nghiệp được hưởng thuế 0%; điều này tạo thêm động lực cho các doanh nghiệp Việt Nam xuất khẩu tôm vào Mỹ. Thị trường Nhật Bản nhập khẩu tôm lớn thứ 3 của Việt Nam, dự báo xuất khẩu tôm sang Nhật trong năm 2020 dao động khoảng 620 triệu USD, tương đương năm 2019. Riêng thị trường Trung Quốc, dù xuất khẩu tôm bị đình trệ trong những tháng đầu năm 2020, nhưng theo phân tích của các nhà chuyên môn, khả năng sẽ tăng trở lại từ quý 2 trở đi; nhiều khả năng cả năm duy trì mức tăng trưởng 10%, đạt kim ngạch khoảng 600 triệu USD.
Bộ trưởng Bộ NN-PTNT Nguyễn Xuân Cường đề nghị các địa phương, hiệp hội, doanh nghiệp thủy sản, từ đây đến cuối năm cần tập trung quyết liệt vào việc nuôi trồng đảm bảo tổng diện tích đạt khoảng 730.000ha tôm, sản lượng 830.000 tấn. Bên cạnh đó, khai thác tốt các thị trường xuất khẩu như EU, Mỹ, Nhật Bản, Trung Quốc và chú ý thị trường mới như Nga, Ba Lan; đồng thời, quan tâm tốt hơn việc tiêu thụ sản phẩm tôm ở nội địa… Dù có nhiều khó khăn, nhưng mục tiêu phấn đấu đạt kim ngạch xuất khẩu tôm khoảng 3,5 tỷ USD năm 2020, tăng 2%-3% so năm 2019.
Về lâu dài, Bộ trưởng Nguyễn Xuân Cường cho rằng, cần quy hoạch lại vùng sản xuất tôm hợp lý trong điều kiện thời tiết cực đoan và biến đổi khí hậu. Tăng cường ứng dụng công nghệ mới vào nuôi tôm, đảm bảo nguyên liệu sạch; đầu tư cho khâu giống tốt; đẩy mạnh chuỗi liên kết giữa doanh nghiệp chế biến với các hợp tác xã và người nuôi; khuyến khích sử dụng các chế phẩm sinh học, nuôi hữu cơ, bền vững… Cơ bản không chú trọng vào tăng nhiều về diện tích, mà nên tập trung nâng chất lượng sản phẩm nhằm đáp ứng cho nhiều thị trường khó tính, mang về giá trị cao.
