Indonesia đã chính thức bãi bỏ quy định cấm xuất khẩu tôm hùm giống trước đây được đưa ra nhằm bảo tồn và duy trì nòi giống tôm hùm tự nhiên.

Ngày 4/5/2020, Bộ trưởng Biển và Nghề cá Indonesia Edhy Prabowo đã ký sắc lệnh cho phép xuất khẩu trở lại tôm hùm giống (loại tôm hậu ấu trùng không sắc tố) thuộc giống Puerulus và Panulirus. Trước đó, vào năm 2016, người tiền nhiệm của Bộ trưởng Edhy là cựu Bộ trưởng Thủy sản Susi Pudjiastuti đã ban lành lệnh cấm xuất khẩu giống tôm hùm nhằm bảo vệ sản lượng tự nhiên.

Quyết định mới này đã bị chỉ trích rộng rãi bởi các nhà bảo tồn và cựu Bộ trưởng Thủy sản Susi Pudjiastuti, vì cho rằng, việc cho phép xuất khẩu trở lại sẽ đe dọa xóa sổ quần thể tôm hùm tự nhiên của đất nước. Các chuyên gia cũng kêu gọi Chính phủ thay vì xuất khẩu hãy ưu tiên phát triển bền vững ngành tôm hùm trong nước cả nuôi quy mô nhỏ và đánh bắt truyền thống.

Bộ trưởng Edhy lần đầu tiên đưa ra kế hoạch chấm dứt lệnh cấm vào tháng 12/2019 vì muốn muốn khôi phục lại kế sinh nhai cho người dân sống phụ thuộc vào thị trường xuất khẩu. Ông cũng cho biết, lệnh cấm trước đây hoàn toàn thất bại trong việc ngăn chặn thị trường chợ đen buôn bán trái phép tôm hùm giống. Khi xem xét ban hành quy định này, ông Edhy cho rằng, chính sách này được thực hiện để duy trì tính bền vững của nguồn thủy sản, cải thiện phúc lợi cộng đồng, bình đẳng về công nghệ canh tác, đầu tư và thu ngoại hối cho nhà nước.

Từ tháng 1 – 10/2016, các nhà chức trách đã báo cáo các vụ buôn lậu liên quan đến 800.000 tôm hùm giống, trị giá khoảng 8,3 triệu USD. Tôm hùm giống thường được bán cho người mua ở Việt Nam, Singapore và Trung Quốc, những quốc gia tập trung nuôi và có giá bán khá cao.

Các chuyên gia, nhà quan sát, bao gồm cả Susi đã chỉ trích gay gắt về quyết định này. Họ cho rằng, việc thiếu kiểm soát và sự ràng buộc của luật pháp đối với chuỗi xuất khẩu, cùng với cơ sở hạ tầng không đủ điều kiện để đáp ứng phát triển NTTS tôm hùm trong nước sẽ dẫn đến sự cạn kiệt nguồn tôm hùm giống tự nhiên.

Một chủ đề chính được đề cập trong tranh luận này chính là tỷ lệ sống. Theo Bộ Thủy sản thì tỷ lệ sống của tôm hùm giống chưa tới 1% và việc đánh bắt, xuất khẩu chúng sẽ giúp nâng được tỷ lệ này lên cao hơn. Nhưng những người phản đối lại cho rằng, phải giữ tôm hùm trong tự nhiên để ngăn chặn sự tuyệt chủng. Một số nhà quan sát cho rằng, quyết định nối lại xuất khẩu bị ảnh hưởng bởi lợi ích kinh doanh liên kết với các doanh nghiệp nước ngoài đang tìm kiếm nguồn cung tôm hùm giống khổng lồ.

Để giải quyết những lo ngại đó, Bộ Thủy sản đã đưa ra một số điều kiện trong xuất khẩu như thiết lập hạn ngạch xuất khẩu và hạn chế khu vực đánh bắt tôm hùm giống. Không được đánh bắt tôm hùm vị thành niên sinh sản hoặc nhỏ hơn 8 cm hoặc nặng dưới 200 g. Các công ty xuất khẩu được yêu cầu phải phát triển cơ sở hạ tầng để nuôi tôm hùm con và phải phóng thích 2% lượng tôm nuôi về với tự nhiên thì mới được phép xuất khẩu chúng bằng đường hàng không.

Nhưng bất chấp những yêu cầu mới này và lập luận kinh tế để nối lại xuất khẩu, các chuyên gia cho rằng, quyết định mới dường như từ bỏ khía cạnh bảo tồn. Họ cũng nói rằng, việc nối lại xuất khẩu sẽ không đóng góp nhiều cho nền kinh tế khi thị trường bất hợp pháp cho xuất khẩu tôm hùm vẫn tồn tại.
